The American Society of Civil Engineers (ASCE) Forum on Technical Opportunities for Sustainable Infrastructure was held on February 24, 2005, in Reston, Virginia. Its principal objective was to initiate planning for a national program on Practice, Education and Research for Sustainable Infrastructure (PERSI) to develop the practices needed for sustainable renewal of America's infrastructure. All of ASCE's seven institutes, five of its divisions, councils and committees, the Civil Engineering Research Foundation, the Environmental Protection Agency and the National Institute of Standards and Technology participated. The Forum agreed that PERSI's first major objective would be to plan and conduct an assessment of existing practices and knowledge, and develop an agenda for:
a) implementation of best available practices,
b) development of improved practices exploiting available knowledge,
c) research to fill important gaps in knowledge, and
d) education of current and future infrastructure professionals and technicians.

On September 8, 2005, the American Society of Civil Engineers (ASCE) hosted for the infrastructure community a meeting to begin planning a partnership on Practice, Education and Research for Sustainable Infrastructure (PERSI). Participants represented fourteen professional infrastructure organizations and two federal agencies. The participants produced a vision, mission, ultimate objectives, immediate objectives, conceptual plan, and organizing principles for PERSI. The vision is: sustainable infrastructure supports a high and sustainable quality of life for all people in a changing world. The mission is: to advance and incorporate concepts and knowledge of sustainability into the standards and practices used throughout the life cycle of infrastructure systems.
